The primary and secondary equivalent stress ranges must be limited for all load cases according to AD 2000-Merkblatt S3/0 with:

For cast steel, the equivalent stress range may be limited with 4f instead of 3f.

The allowance of the classification of P_e as secondary stress is depending on the considered location in the assembly part, see. AD 2000-Merkblatt S3/0 section 4.3.3.
